Overview

The Department of Human Resources Development (“DHRD”) provides timely and responsive leadership, resources, and services to fully support the State in the recruitment, management and retention of a high-performing workforce. The department serves the State of Hawai'i Executive Branch, and its work is guided by the Merit Principle set out in HRS Chapter 76-1.

DHRD conducts recruitment activities; provides guidance and support for personnel actions; classifies positions based on duties and responsibilities; ensures compensation of employees at proper pay levels; supports the collective bargaining process; directs effective employee-employer relations; administers workers’ compensation benefits; and ensures a safe and healthy work environment. Alongside recruitment, DHRD runs training activities, including a schedule of safety training courses offered through its Safety Office. It operates a recruitment center for job seekers, with resources on state careers, career pathways, returning applicants and a total compensation estimator, along with the Operation Hire Hawaiʻi initiative. The department also provides resources for state employees, state HR professionals and state retirees, and provides information on the Merit Appeals Board and the Commission on Salaries.

DHRD’s goal is to recruit and retain “the best and the brightest” employees, so that State government can deliver efficient and effective services to the public. DHRD offers free interpreter assistance by phone in languages including ʻŌlelo Hawaiʻi, Ilokano, Chuukese, Marshallese, Samoan and Tagalog.
